The Governor’s Office of Emergency Services described its Victim Services Branch and a statewide network of programs supporting domestic violence survivors in California; Cal OES published the account on Oct. 22, 2026.

Cal OES said six programs are dedicated exclusively to strengthening the state’s response to domestic violence and supporting survivors; they include Domestic Violence Assistance, Domestic Violence Housing First, Equality in Domestic Violence & Prevention, the Domestic Violence Response Team, State Coalition Training and Technical Assistance, and the Statewide Domestic Violence Prevention Resource Center.

Cal OES said those programs fund and support local providers that offer crisis intervention, advocacy, counseling, emergency shelter, housing assistance, trauma-informed services and case management for survivors and their children.

The office included anonymized survivor accounts describing how Crisis Intervention Services and Transitional Housing helped clients maintain safe housing, access medical care, enroll in vocational training and stabilize family finances.

Cal OES said it also funds programs that strengthen criminal-justice responses; examples named include Violence Against Women Vertical Prosecution, Law Enforcement Specialized Units, Probation Specialized Units, and five programs that provide trauma-informed training for public defenders.

Cal OES said additional targeted programs serve Native American survivors, monolingual Spanish-speaking and low-income farmworker women, and LGBTQIA+ people; the announcement also cited partnerships with the California Victim Compensation Board, the California Interagency Council on Homelessness and the California Civil Rights Department.

"Every survivor deserves safety, support, and the opportunity to thrive," Cal OES wrote.

Readers seeking help can look to local domestic violence service providers funded or supported by Cal OES; the agency’s announcement describes the program types and services available across the state. The account is the state agency’s description of its programs and services, not an independent evaluation.
