President signs bills to convey Sacramento land and enable satellite emergency alerts

On Oct. 22, 2026 the White House said the President signed H.R. 952, which directs the Department of the Interior to convey a reversionary interest in certain land in Sacramento, and H.R. 7022, which requires the Federal Communications Commission to set rules allowing commercial mobile providers to transmit emergency alerts by satellite.
