The Los Angeles County Department of Economic Opportunity announced Sept. 28 that applications are open for Cycle 3 of the High Road Training Partnership Fund; the Request for Applications offers more than $7.7 million to support up to eight training grants.
DEO said Cycle 3 includes four targeted funding tracks: Assembly Bill 338 to support wildfire workforce recovery and rebuilding; the Safe Clean Water Program to train workers for green stormwater infrastructure operations and maintenance; Care First Community Investment to support high-growth occupations including sectors tied to the 2028 Olympic and Paralympic Games and occupations that incorporate the ethical use of artificial intelligence; and Public Safety Realignment AB 109 and Careers for a Cause to train Angelenos with lived experience of homelessness or justice involvement.
“LA County’s HRTP Fund is an investment in both our workforce and our region’s economic future,” said Second District Supervisor .
“DEO is proud to continue to invest in the HRTP Fund and partners, new and expanding from successful implementation in Cycles 1 and 2. These new dollars advance critical social and public infrastructure while building on the HRTP principals of job quality, equity, and climate resilience, especially as we prepare for the future and major events like the 2028 Games,” shared Kelly LoBianco, Director of DEO.
Funded programs must be industry-driven and worker-centered and prepare underserved Los Angeles County residents for quality jobs; partnerships should bring together workers, labor, employers, education and training providers, and community organizations.
Applicants must select the funding track that fits their partnership and may submit only one application per partnership; a complete application must include the required application form, partnership memoranda of understanding or letters of commitment, proposed budget, logic model and other materials listed in the RFA.
Applications are due Friday, Oct. 30, 2026, at 12:00 p.m. PT and must be submitted to HRTP@dalberg.com. DEO and Dalberg will host a virtual applicant information session on Oct. 1, 2026, and questions about the funding opportunity should be sent to the same address.
