Los Angeles County said its Pathway Home operation on Oct. 21, 2026 brought 14 people experiencing unsheltered homelessness indoors from riverbeds and concrete channels near the Los Angeles River and the Rio Hondo confluence in South Gate, Bell Gardens and Downey.

The county said this was the program’s 79th Pathway Home encampment resolution since the effort launched in August 2023; county figures released with the announcement say more than 2,300 residents have moved off the streets and nearly 900 have obtained permanent housing. The county also reported the operations have removed more than 1,400 nonoperational RVs.

The Department of Homeless Services and Housing said HSH Unsheltered Response Teams, the Los Angeles Sheriff’s Department’s Homeless Outreach Services Team and the service provider HOPICS did weeks of outreach to build trust with people who accepted offers of interim housing; the county said the operation relied on partner support from the cities and police departments of South Gate, Bell Gardens and Downey, CalTrans, the California Highway Patrol, Union Pacific Railroad and county departments including Public Works, Fire, Mental Health and Animal Care and Control.

Sarah Mahin, director of HSH, said, “Fourteen formerly unsheltered individuals are now safely inside and on a pathway to permanent housing, and that’s thanks to every community partner who supported this operation.” The county said the operation used motels and other interim housing sites paid for with the Encampment Resolution Fund and Measure A revenues.

Los Angeles County Supervisor , Fourth District, said, “This is life-changing for the people who moved into housing through this Pathway Home operation.” The county said some residents reported violence while living on the streets and that officials view the operation as urgent because of predicted El Niño storms.

The county said the Rio Hondo work is part of a multi-year initiative funded by a $51 million Encampment Resolution Fund grant for people living along the Los Angeles and San Gabriel Rivers and state highways. The county said Pathway Home is partially funded by Measure A, the ½-cent sales tax voters approved in November 2024 to replace Measure H.

The Department of Homeless Services and Housing said it was formed after a Board of Supervisors motion in April 2025 and officially launched Jan. 1, 2026; HSH described its mission as consolidating the county’s response to homelessness and coordinating services with cities and providers.
