Governor signed a package of public safety bills on Sept. 30, 2026, the governor’s office said; the measures include Senate Bill 1056, which the release said creates new privacy safeguards for adult victims whose sexually explicit images or recordings are introduced as evidence in specified criminal cases.
The release said SB 1056 was inspired in part by Denise Huskins Quinn, who was kidnapped and sexually assaulted in 2015 and later saw evidence of the assaults made available during criminal proceedings. Senator said, “At its core, SB 1056 is about dignity. It ensures that survivors are afforded meaningful privacy protections through clear and consistent standards, and ensures that they alone have the right to control their own story while seeking justice.”
The package also targets safety on college campuses; the governor’s office said AB 1845 requires postsecondary institutions to adopt policies and training to identify and report human trafficking and sexual exploitation, and to improve campus procedures for responding when students may be at risk. Assemblymember said, “Students can be particularly vulnerable to exploitation for a variety of reasons including financial insecurity and housing instability. AB 1845 requires human trafficking prevention education and training on college campuses to better protect California students.”
Other measures in the package, the release said, include strengthened enforcement for willful violations of criminal protective and stay‑away orders; expanded remote participation for parties and witnesses in workplace‑violence restraining‑order proceedings; changes to custody and parentage rules when a child was conceived through sexual assault; and limits on prosecutors offering immunity or leniency in trafficking or pimping cases involving minors.

The governor’s office framed the signing as part of a broader public‑safety strategy; the release said California has expanded law‑enforcement capacity, created CHP Crime Suppression Teams that have made more than 15,000 arrests and recovered more than 7,000 stolen vehicles, and that statewide crime declined across every major category in 2025 compared with 2024. The release said that since Newsom took office homicide is down 20%, robbery is down 31%, property crime is down 24%, motor vehicle theft is down 19% and violent crime is down 3%.
