Newsom signs six bills to protect LGBTQ Californians

The governor’s office said the package tightens privacy around sexual orientation, gender identity and intersex data, gives the California attorney general a role when providers face subpoenas, and adds supports for service members and students.

Governor signed a six-bill package the governor’s office said is intended to protect LGBTQ Californians and push back on what his statement called attacks by the Trump administration.

The governor’s office described the bills as priorities of the California Legislative LGBTQ Caucus that strengthen privacy protections and provide resources for vulnerable people, including veterans.

Key provisions limit sharing of sexual orientation, gender identity and intersex data; require health care providers and institutions to notify the California Attorney General when they receive a subpoena about protected health care activity and authorize the attorney general to respond and intervene; and expand housing, employment and transition-to-civilian-life support for service members discharged under the federal policy rollback, the office said.

The package also updates California’s longstanding ban on conversion therapy following what the release described as a U.S. Supreme Court ruling that struck down another state’s ban; it requires expanded campus resources at satellite public higher-education locations; and it aims to strengthen HIV prevention by improving access to PrEP and PEP.

The release noted the 2026–27 Budget Act appropriated $66 million to the California Department of Health Care Access and Information to help maintain access to abortion and gender-affirming care, including $30 million to the Uncompensated Care Program, $10 million for gender-affirming care for children and youth, and $26 million over three years for provider capacity.

Assemblymember Chris Ward, chair of the California Legislative LGBTQ Caucus, said in the release, "California continues to show what it means to stand with LGBTQ+ people and protect the dignity, safety, and freedom of every Californian."
