Gov. suspended California’s seasonal summer‑blend gasoline requirement for the remainder of the season and directed state agencies to take steps to allow winter‑blend gasoline to be manufactured, imported, distributed and sold in California immediately, the governor’s office said.
In a letter, the governor directed the California Air Resources Board and the California Department of Food and Agriculture to enable the winter‑blend change. He also directed the California Energy Commission, in consultation with CARB and the Division of Petroleum Market Oversight, to publish a regular public spot‑market report for gasoline and diesel and to collect information on renewable diesel and consider reporting renewable diesel prices separately; the release said a public spot‑market report would show whether quoted prices reflect broad trading activity or only a handful of transactions.
The release said the action was provided for by the Legislature in Senate Bill 237 (, 2025) and is meant to bring relief to drivers, businesses and communities amid higher fuel costs the governor’s office attributes to the war in Iran.
The release said the conflict has cost Americans more than $120 billion in extra fuel costs and $428 per California household in seven months; it said other states have made temporary adjustments to seasonal fuel‑blend rules and that this step builds on earlier state actions to expand lower‑cost fuel options.
The administration framed the change as part of a broader push to reduce exposure to volatile global oil markets; the release noted Newsom recently signed legislation to accelerate E15 sales and said CARB adopted amendments last week to support E15 availability, and that California has committed about $6.6 billion to clean cars, trucks and charging infrastructure since Newsom took office.
