The County of San Diego said probation officers arrested two people during a high‑risk sex‑offender compliance operation on Oct. 29.
County officials said the operation, called Operation Silent Watch, sent two teams to conduct unannounced home visits for 15–20 people on Formal Probation or Post Release Community Supervision across North, East and Central San Diego County.
Both arrests involved people on Formal Probation; one person was taken into custody for probation violations and the other was arrested for probation violations plus new child pornography charges. Both were booked into San Diego Central Jail.
Officers did not find any Halloween‑related contraband during the checks. Teams focused on people barred from having contact with minors and on those prohibited from displaying decorations, lights, candy or anything that might attract children.
Each team included at least five probation officers; a supervisor or senior officer; and an Internet Crimes Against Children Taskforce investigator. Officers wore high‑visibility attire and conducted Fourth Amendment waiver searches, address verifications and full home compliance inspections.
The county said the operation is intended to identify offenders who are out of compliance and to help ensure a safe Halloween for families. The checks remove people who are not following supervision conditions from public spaces during a high‑traffic holiday; that reduces the risk that someone barred from contacting minors will be present where children gather.
