White House posts withdrawals of nominations to the Senate

The White House posted a notice on September 17, 2026; it lists nominations the administration says it has withdrawn and sent to the Senate.

The notice names these individuals and roles: Jeffrey Anderson, of Georgia, to be Representative of the United States of America on the Council of the International Civil Aviation Organization, with the rank of Ambassador; John Grunewald II, of Oklahoma, to be a Member of the Farm Credit Administration Board, Farm Credit Administration, for a term expiring October 13, 2030; Richard Schroyer, of Oklahoma, to be an Assistant Secretary of Homeland Security; Heidi Semann, of Missouri, to be Inspector General, Department of Education; and Robert Stebbins, of New York, to be Deputy Chief Executive Officer of the United States International Development Finance Corporation.

The White House notice says Jeffrey Anderson's withdrawal was sent to the Senate on January 13, 2026; it does not provide dates for the other named withdrawals.

The notice does not state reasons for any of the withdrawals. That is an observed omission in the White House posting.

Analysis; Procedurally, a presidential withdrawal removes a nominee from active Senate consideration unless the President resubmits the person; the ultimate effect depends on whether the White House or the Senate takes further action. This is an inference based on standard nomination practice, not a statement from the White House.

What is not yet known: whether the White House will resubmit any of these nominees; whether the Senate will acknowledge or act on the withdrawals; or why each withdrawal was made. We will watch for subsequent White House statements and Senate clerk records for confirmation.
