County officials and local leaders broke ground Sept. 25, 2026, on Spring View Apartments, a 147‑unit affordable housing development next to the San Diego Trolley Line in La Mesa; the County of San Diego Communications Office provided the account of the project and the event.

The county said the six‑story, $106 million development is being built by Affirmed Housing on surplus Metropolitan Transit System land, transforming underused park‑and‑ride space into studio, one‑, two‑ and three‑bedroom homes for individuals, families and veterans earning between 30% and 60% of area median income.

The county is contributing $8.5 million and supplying 40 project‑based vouchers, including four Veterans Affairs Supportive Housing (VASH) vouchers and 36 Section 8 vouchers, to support long‑term affordability.

Spring View will include outdoor gathering spaces, children’s play areas, a basketball hoop, barbecue stations, a community room, activity and computer centers, and on‑site solar and high‑efficiency building systems to reduce energy use.

Since 2017 the county says it has invested more than $330 million in affordable housing infrastructure; through surplus county land and the Innovative Housing Trust Fund the county reports it has helped create more than 3,900 new homes, with nearly 2,200 more in development.

the site puts subsidized homes adjacent to the Trolley Line, offering direct transit access for households earning 30%–60% of AMI and targeted support for veterans through VASH vouchers. The county points readers to the Affirmed Housing website, the county’s affordable housing dashboard and the Housing for All Hub for property and resource details.
